RaiMan proposed the following answer:
SikuliX itself out of the box does not work in headless mode - it always
needs a real monitor attached to the running system.
If you want to run on a system without a monitor attached, then on Linux
you can use xvfb, to simulate a monitor. I am not an expert with that,
so I do not know the equivalent solution for Windows.
Furthermore there are hardware solutions available for HDMI outlets.
