RaiMan proposed the following answer:
tested 1.1.3 and 1.1 4 on my Win 10-64 with Java 8 latest: works!
even with apps being in fullscreen or when SikuliX IDE is on another
desktop.
So besides going either back to Java 8 latest or upgrading to Java 10 I
have no idea.
BTW: Python is not relevant for SikuliX - it only works with Jython.
Another idea:
purge everything belonging to SikuliX 1.1.3 and/or prior versions and use
SikuliX 1.1.4
