Dirk Schiller gave more information on the question:
I figured out that it works if I don't use
Settings.setShowActions(False) afterwards or if I use
Settings.setShowActions(True). Means the Settings.setShowActions(False)
has influence to the Settings.MoveMouseDelay Attribute.
