I just tried on fresh Mint 19 VM.
You need to follow original Raiman instructions
https://sikulix-2014.readthedocs.io/en/latest/newslinux.html#newslinux
Only 2 steps are needed
1. Install libopencv-java using sudo apt
2. Link libopencv-java to /usr/lib folder
