Keep in mind that's for bona fide independent contractors, not for
employees (Difference: http://www.ato.gov.au/content/4540.htm).

As most employees as covered by awards and employment standards, the
commission structure may depend on their likely income, whether they
have a proven history of being able to earn a decent commission and
the specific industry. Not an easy answer in the case so be careful
not to underpay.
