I'll allow sites to go live without verification, and fall back to requiring verification only if there's a conflict. The file-in-your-web-root-system can be the ultimate arbiter, but yes: it's overly onerous to decent peace-loving folk. Give me one hour, two coffees, and try again, Alex/Craig/Shane.
