Late july seems to be a great time for me to visit GVA - The ITU keeps organizing conferences with great speakers (bruce schneier, among others, this year). And the conference ends on the opening day of the montreux jazz festival. And the weather is pleasantly warm and sunny (or supposed to be - but it turned into an indian summer, all of a sudden). Air dried meat and a fondue. Heaven in any kind of weather (though it'd taste far better in cold and humorless weather of the sort the op went through)
