First of all, though it sounds a bit theoretical, it is the right thing to do. Secondly, if you know the layout of the organisation, you can route your complaint to the topmost bosses (which, if nothing, ensures that the lower ones don't just trash it) and everywhere else to have statistically a better chance of being notice. Then there are overseeing authorities like the Anti Corruption Bureau (for corruption charges), the Human Rights Commission and the Lokayukta. If not, what is the point of a complaint? In a democracy, much faith is placed on institutions which provide balance to each other, but till the citizens start knowing about these and working the levers of the bureaucracy, these institutions will remain paper tigers. The newly enacted Right to Information Act is actually a great development, which can open up the working of the government like nothing else. But some of us have to be willing to spend some time and effort. Do we care enough about the future to do so? That is the question. Regards Nandkumar |
