It is worth noting that Plone only does entity-based workflow, where status is attached to individual content entities. This is an abstraction of the pending -> accepted -> resolved/rejected/wontfix status flow of a bug report.
In some cases it may be more appropriate to have activity based workflow, attached to people instead of objects. I'm not aware of the current status of implementation in Plone. Here are some old notes:
