As ever, the answer is "it depends".

What you suggest is undoubtedly the safest course of action. Depending on
the country and applicable law, it may not be necessary. For example, some
countries (like the US) do not give copyright to government publications
(I am assuming stamps will fall under that definition). It may be fair use
(but I think it is unlikely) to use the stamps even if they are
copyrighted..it depends basically.

And of course there is the practical question of whether anyone will
actually pursue your friend for (questionable) copyright infringement even
if he/she uses the stamps without authorization..
