All it takes is a worm with a Tor/privoxy payload, making localhost
obligate proxy. Once infected, henceforth uncensored. It wouldn't
be even malware, strictly speaking.

The best way to solve the problem would be to start shooting the
officials, but that's probably kinda harsh. Treating censorship
like damage, and routing around it would seem like the best approach.
