My bad, actually. As Tarun's pointed out, Guy Kawasaki's blog is hosted by Typepad and uses the same IP address as the rest of typepad.com, so it's affected by the blanket block some ISPs continue to deploy. My carrier here, Reliance, took a full week after DoT's order to lift their block.
The unexplained ban on 17 sites continues to be in effect. No response yet to the RTI applications.
