the idea behind such things is to reduce the amount of funds stolen from
working people that are going to be spent: if parenting classes + welfare
costs less than prison and crime control + welfare, and parenting classes
lead directly to (enough) less spending on prison and crime control, this
would the case.
of course, it seems extremely unlikely, and it's easy to start spending
more state funds, much harder politically to cut funds later. but shiv put
it well - since blair's politics is pro state aid and people don't like
state aid to parents of "problem kids", he blames the parents, not the
state aid itself.
