they probably meant to refer to the only muslim majority state in hindu majority india. which, from a demographic point of view, is perfectly reasonable. i suppose they would say something similar about "christian majority" countries too - e.g. northern ireland, the catholic majority region of anglican majority britain (except that northern ireland is not catholic majority).
