Living in the UAE, which includes Abu Dhabi and Dubai, I think the
safety perceptions may be changing. Yes, this place is safer than most
other places that I have lived in or visited, but the fact that
newspapers need police clearance to report crime, and that crimes you
know have occurred have never been reported, implies that people feel
safe when they are allowed to feel safe.

Of late, local papers have been reporting more crime. There is talk of
more openness in media by government officials.

Murder, armed robbery and rape get reported almost everyday, and for
the first time in the three years that I have been here, I've read of
three executions yesterday. One for a murder and two for rape. All
locals.
