One cannot disagree with you about the UN...but, it is an international 
body...and does come in handy every once in a while when things get sticky. 
  You cannot wish away that plebisicite which the Pakistan govt trots out 
dutifully every time there is any talk of resolving the J&K issue. 
   
  You  reduced the complexities involved in international relations to a nice 
little manageable framework. If the Indian and Chinese govt knew each other's 
moves then there should be no surprises in store at all...things should get 
resolved in a predicatable pattern. China often utilizes a zero-sum game 
approach when it deals with nations...whcih means you don't know what 
assumptions they are making when they sit at the negotiating table...what you 
probably do know is the desired outcome they are seeking.
