AFAIK, it's not - at least, not always - exactly complimentary. Often, it's
used for a naive person that's easily enthused, or carried away.

Not in my understanding. I would use "full josh" to convey a
hyper-enthused character ("charged up" in the sense of enthusiasm
levels, or an enthu cutlet on speed)
