Point 1: atypical genetic endowment" this man says.

That means that if you take the bell curve distribution of heights vs numbers 
of women in India (or anywhere) this man says that anything to the left or 
right of what seems correct to him is "atypical genetic endowment"

Hey but why was Hitler criticized for saying a similar thing?
