Right, this is what I've done, but for an editorial staff that is already over-taxed, and we end up sending around 1000 review requests in a year (because 90% decline the request), this would end up taking lots of time. I spend roughly 20 hours a week dealing with email for the journal, which doesn't leave much time to do all the other stuff I need to as well...
