From a psychological viewpoint the statement seems to suggest that those who enter the IR enter a different 'dark side' that makes them humorless functionaries. But one of the funny things that the "IT revolution" has done is to install people of the type that we might find here on silk in unexpected places like the Indian railways. At least one silklister used to work for LIC. One side effect of that - which I commented on earlier (perhaps on this list) is the increasing friendliness and reduced dourness in interaction with a wide variety of government departments. shiv
