I guess it is the same as when management speaks about 'leveraging' and 'competencies'. It's not the word, per se, but the person who is using them. And it isn't the right thing to do either. I think it was Joey Hess who had written a post on mailing list patterns that I have used with great success on debian-devel and debian-user.
