No regulation in India, as far as I'm aware. One can fly without
showing any sort of ID by buying one's ticket for cash at airline
ticketing desks or travel agent's.
Citing "security" for this requirement is obviously misleading; these
presented IDs are only casually glanced at if ever. The reason given
in the original article is quite plausible - this is to prevent people
from selling free/subsidized tickets (in India, to prevent
black-marketing of tickets - even Railways is doing this now, for
Internet-booked tickets).
