I have a friend who is managing a project which is being rolled in
schools across 14 districts.

There are budget lines for each district, with expenditure broken up
across various activities.

He is looking for a software that can let him monitor expenditure, vs
time spent, vs activities... down to each district level (or school
level).

Can anyone recommend a software for this ? (Something cheap, or free ...)
