Normalizing volumes between tracks doesn't fix the problem. If
anything it makes it worse. Not all tracks on an album necessarily
should have the same maximum volume.

The problem is compression (and a little bit equalization) and the
"fix" is expansion, not normalization. Problem is that compression is
lossy, and expansion is no magic bullet.
