Well, perverts in japan are quite fond of using hidden cameras or mirrors (in cellphones, even embedded in a pair of running shoes, in one case) to look or take pics up women's skirts .. google for "panchira". Far safer for the pervert, and in a crowded train, women may not even realize someone's photographed them.
