Well, perverts in japan are quite fond of using hidden cameras or mirrors
(in cellphones, even embedded in a pair of running shoes, in one case) to
look or take pics up women's skirts .. google for "panchira".  Far safer for
the pervert, and in a crowded train, women may not even realize someone's
photographed them.

Though some do get arrested, like this famous economist + TV personality +
university prof at what's probably the most prestigious university in Japan
(Waseda), who got arrested for using a mirror to look up a 15 year old
girl's skirt.

If there's some way to check for a camera or mirror being operated - a light
meter, say - when a woman's in a subway?  A belt device of some sort I
guess.
