You would still need to buy a Windows license to run that build of OpenOffice.... when you can run it for free on a Linux distro.... :) Also think of a smaller scenario like a mom-and-pop cyber cafe with 10 computers, if they had to buy licenses for everything from the OS to the Office suite its gonna hurt their margins. When they can run a free distro on lower specced hardware without having to scale up hardware everytime a new release of windows pops up....
