I think it may make for better dramatic tension if you locate it in an SEZ that is not part of a big metropolis, but not too far away from one. e.g, in Chandigarh, or Noida (both near Delhi), or Coimbatore in Tamil Nadu (not too far from Chennai). All the above suggestions would meet your requirements above.
