I read it three years ago, and wrote a couple of paras on it in an old piece I wrote for WSJ [1]. From what I remember, the book does an excellent job of demonstrating how government works, with much first-person narrative of the problems Shourie had in making it function when he was actually a minister. It limits itself to its subject, and doesn't contain any ideological chatter, as far as I recall. Ironically, considering that the book is a polemic against bureaucracy, it is probably a bit verbose and long-winded. But it's an inside-view of our steel frame, and I found it fascinating (and troubling).
