highways in many parts of the world are not owned and maintained by the govt. e.g. france, italy, spain. it puzzles me that americans, with their supposed aversion to government funding of public goods (e.g. healthcare), leave roads to the government. the potholes on the 101 could compete with some delhi roads! -rishab
