Mostly true. One thing that the filmmakers seem to have ignored about The Hulk is why exactly the character makes for such interesting comics. It's not because the creature looks big, mean and green, or that Bruce Banner is tortured by his beast; these are all well and good, but not crucial to its appeal.
At the core of the Hulk comics is the relationship that The Hulk, not Banner, has with the people he meets. The Hulk's intellect is suppressed, making him an animal not unlike a large dog, which strikes back when attacked, and is rather mellow when left alone. To me, what made the comics work is how various characters interact with Banner and with the Hulk to help them merge intelligence with power, and the fact that collateral damage is sometimes rather inevitable.
