I recently went to Google Developer Day[1] in Bangalore and Google is planning to make available the maps (satellite, road and terrain) for whole of India (Some defence areas might be obscured). Lalitesh Katragadda who works with Google India might be able to help you with that. Some googlers on silk might be able to help you get in touch with him.
