The number of people attending from Nigeria does not seem unusually high to me.. Its most likely a case of people jumping on the travel junket / per-diem bandwagon. They have a federal government in nigeria with some pretty powerful state level legislatures and governors... so the government at the centre has to please all parties involved - which means everyone wants representation / their share of the pie for things like foreign trips and conferences... that doesnt mean nobody will disappear ;-)
