Yes this is right. I didn't frame that sentence properly. The communists used the bad rural development of NDA to win over 100 seats from what I've read. Please correct me if this is wrong.

Which is another reason they didn't relate to BJP's India Shining tag cohesively. BJP seems to have committed the same mistakes again this time on issues like Black money and didn't have a strong developmental cause like farm loan waivers, NREGA that most rural people were able to relate with.
