I know that saying first that we ought to confine the enquiry to our own 
leadership, and then in my last mail saying that all countries suffer from this 
disease of leadership is contradictory. 

Perhaps what I am trying to say in a very confused way is that if we look close 
to home and built a hypothesis, we may be able to test it with reference to 
more distant examples and samples.
