I am attracted to this idea, but have to abandon it because of

* the difficulty to defining said education criteria
* various slippery slope considerations.

The reason I am attracted to the idea [1] is that I view this as a means
of addressing the tragedy of the commons [2].

qualification to reproduce, beyond the current one of possessing a
