I was speaking to a professor at one of the best universities in Kerala, who does a lot of policy work. He said that he prefers to do policy work in Delhi rather than in Kerala because he found that everything that he did was opposed, and that it was an ingrained part of Kerala culture to do so. I have never lived in Kerala, so perhaps, those who have lived there/are living there can tell me more? Venky
