I believe Brazil is one of the few places that practices fairly strict 
reciprocity in terms of visas (most countries don't). So whatever Brazilians 
need to do to get into Country X, Brazil will make citizens of Country X do 
that to get into Brazil. 

If you're a US citizen, that means (among other things) that you will get 
fingerprinted when you enter Brazil, but citizens of other countries will not, 
etc.
