Facilitate, perhaps, just as public spaces such as public squares and tea-shops play a role. But more often than not, I've seen energy being dissipated in mailing list conversations instead of being used for effectuating change. Perhaps that is just because no one has clear ideas about how to go about effectuating change. Would be very interested in knowing why you think that is a mistaken notion. - Pranesh
