Even admitting that the notables he mentions did what he claims they did the damning criticism of the system is that they did what they did despite the system, and not because of the iron frame. Institutions in India and elsewhere in the third world excessively rely on strong personalities for success. You can't defend an institution on the strength of some individuals. Cheeni
