This reminds me of the saying from the 1970s California drought: “If it's yellow, let it mellow; if it's brown, flush it down.”

Ah, if only it were that simple.

Thirty years of intermittent drought later, it seems quite a complicated problem, depending on the state of the water supply, the state of the plumbing, the amount of toilet paper accumulating in the bowl, and how long the yellow has been left to mellow.

If you are overly frugal with water, and the liquid-to-solid ratio falls too low, the cost of repairing clogged plumbing will quickly dwarf any possible savings. If you provide another place to discard used toilet paper, you can get away with flushing less often, but you need to keep enough liquid flowing through the pipes to keep the shit moving on down the line.
