The journal that I am currently working with for a special issue on Open Government Data is an online journal started by Michael Gurstein precisely to move away from this model of paying for downloading each article. The payment model severely restricts access and I am also not in favour of it. My current paper got published because of the work I was doing in with the India-South Africa research project.
