As for the scada and malware, they have largely been two separate fields, scada for defence and how an infection would progress from IV to different internal systems, as well as how to try and mitigate. Malware with a focus on reverse engineering. That was all largely defence contracting work. Outside of possibly Syracuse uni, I can't think of any 'cyberwarfare' programs that focus on scada, although I expect that to change within the next two years.
