It is possible to get a SIM card without being an Indian citizen. Your
friend needs the following:

1. His passport and a photo copy of the key pages (including the Indian
visa) from it
2. His passport-sized photo
3. A local address and phone number. If he has friends in-country, he
should ask them if he could use them as a "reference"

I've gotten pre-paid SIM cards from Hutch/Vodaphone and Airtel. I've also
gotten pre-paid CDMA phones from Reliance. Your friend should look up the
Hutch/Vodaphone or Airtel official branch online. Every major city will
have one. The least painful way of getting a SIM card is to walk in, talk
to their service rep and explaining the situation. She should be able to
walk out with an activated SIM in 20-30 minutes.
