About a thousand films are made every year in India so the foreign locales are basically for variety/novelty as well as a possible way of using black money. If Dawood Ibrahim, the most wanted man for India, terrorist and former smuggler, now living in Pakistan, wants to sponsor a movie, he gets a producer to do shoots outside India where funding the locale/etc would be easier. Dawood (or similar thug) later extracts his cut from the takings. In any case minor moneyed criminals and small time sheiks get to do some rollicking and mixing with Bollywood stars and starlets outside of India. Of course there may be some non criminal funding too, but in any case I doubt if it costs much to do a shoot in Switzerland or other locale compared to the fees for big stars and the potential earnings. Having said that, many movies simply sink - but the funding could often simply be black money being poured in via iffy channels to simply convert it to white or lose it in the process. shiv
