Surely US immigration policies should allow in 100,000 of the poorest, illiterate low caste Indians every year so that they can taste freedom and opportunity in the land of milk and honey?
Caveat: I left the US about 9 years ago, so my ancient impressions may be very outdated.
Anyway, as things were then, the country was not exactly homogenous: as the old joke goes, in part of it, the forward castes don't care how rich the lower castes get as long as they never get too close, while in the other part, the forward castes don't care how close the lower castes get as long as they never get too rich.
Perhaps any apparent schizophrenicism in US immigration policy could be chalked up to this apparent cultural bicameralism?
