comes with the responsibility of getting things right, or
alternatively
correcting itself when it gets things wrong.
Shiv, I am having a hard time understanding where you're trying to
go, but as I read it the basic issue is:
You are asking for a effective treatment of societal ills, at a
period in time when philosophers and priests[0] are among the few
claimants to efficacy, and sociologists and anthropologists are more
interested in swapping syndromes[1] than in making any claims to
diagnose, let alone prognose.
What have I missed?

[0] these two groups differ from 'politicians' in that members of the
latter group usually admit the benefits and burdens of any proposal
they make concerning the behavior of others are likely to be somewhat
unevenly distributed
[1] as they probably should, under your hypothesis of duty to accuracy
