Riparian disputes are as old as time, but the problem is the frequency. A drought once in a while could be handled with bloodshed, but if this is an annual phenomenon on account of climate change, we need to wise up. We can't suffer mindless violence forever without the dullest among us to wonder if there isn't a better solution.
