I'm going to make a broad guess or two and give you the best advice I
can.
First guess: you are waiting however long (20 minutes, half hour or
more) for the reaction to become visible, and then letting it go for
five minutes or so after that point. Correct?
If it takes much less time than that to start, then your distilled
water is starting out with a fair amount of dissolved salts or
something. That would yield a pretty high rate or production
equivalent to the "added salt" type recipes.
So if it does take a good while to get started you've got good
distilled water and going for only 5 minutes you're probably
getting just a very few ppm.
My WAG (wild-assed-guess) is you should lengthen the production time
to about 20-30 minutes. I would hope, based on very crude
extrapolation from my own recipe, that you'd probably get more like
5-15 ppm. Diluting that 4x into a half-gallon, would at least put
you in the ballpark.
My thinking: You have twice as much electrode wetted, but they're
twice as far apart as mine. I make twice as much at a time. It take
me 40 minutes to get to 10 ppm starting from 2 or 3 ppm. (I use
starter from the previous batch). So you can see, very crudely, where
I'm trying to get you to. Oh, yeah, I'm at 30 V, you're at 27...
Try the method of using 1/4 starter, and you'll cut down your
time invested a bit.
Until we've done enough experiments with controlled setups to be able
to predict the results better, this is about all I can come up with.
