Exactly that!
When the spark starts between the suspended electrode and the surface
of the water, the water rises to engulf the bottom of the electrode.
Apparently it involves the purity of the distilled water, as it drops
away after the water 's conductivity rises due to the increase of
silver ions. It seems to be a self-regulating current limiter as the
particle sizes stay small (I assume) as seen in the Tyndall test.
