Actually - requiring people to get licenses to use their private property on the public way is unconstitutional - significant older case law on this point.
ALL of the licensing laws only apply to COMMERCIAL use of the public way - but of course, they mis-apply these laws against private people anyway, and won't give up the iron-fisted control it provides them without a fight.
They cannot force you to license yourself or car, or require insurance if you only drive on private property, such as your farm.
Same goes for the public way... as long as you are not engaging in commerce. Look up the LEGAL definition of 'passenger' sometime...
They do not license you to live, and do not provide you with the air, water, or food free of charge to keep you alive, thus they should have NO requirement as to what you do with your life.
